    IMPLEMENTATION APPROACH - 1

    -Satellite (Recommended for use: ATSR2, AVHRR, MODIS)
    -Airborne
    UK Met Office C130, in order to perform radiometer measurements for estimation of TOA radiances (availability not certain)
    -Ground-based
    Use of Scanning Infrared Surface Temperature Radiometer (SISTeR) is
    strongly recommended, although some supplementary information can be derived from lower-precision Exergen IRTc or TASCI THI-500L systems. Sea and sky pointing cameras and radars, CTD probes, IOS SOAP bulk temperature sensors, CIMEL sun photometers (via the AERONET network led by NASA), ASD Fieldspec FR radiometer from NERC and the CCD triple spectrometer from CSIRO are recommended.
